To form part of the Trust’s Estates & Facilities Management team, with the primary role of providing an Estates maintenance planned and preventative service. Supporting the Operational Head of Facilities in managing the delivery of a safe and effective Estates maintenance service. The role is professionally accountable to the Strategic Head of Estates, who has the overall responsibility for Estates governance, risk, maintenance standards and compliance and backlog prioritisation;

 

A key objective of the Estates and Facilities Service at Taunton & Somerset NHS Foundation Trust is further integration the Medical Electronics, Administration, Soft & Hard FM teams into a unified service. Equally the role works closely with and collaborates with the Strategic Estates & Capital teams;

 

Subsequently, the Estates Manager (Operations) reports directly to the Operational Head of Facilities and shall work alongside the wider Estates & Facilities team to support the objective of integration;

 

In September 2019 there is a plan for the Taunton and Somerset NHS Foundation Trust and the Somerset Partnership NHS Foundation Trust to merge, therefore the role could form part of a merged organisational structure requiring the post holder to take on duties for the merged organisation;

 

Job Purpose.

 

    To lead and manage the day to day running of the Estates Management Department providing a site/s and allied assets that are fit for purpose, safe and aesthetically pleasing to promote patient and visitor confidence and thus enhance the hospital’s positive reputation;

 

 

In summary the post holder has:

  • Managerial, professional and technical responsibility for the day to day operational management of a comprehensive maintenance service, including new works and delegated capital projects being undertaken by directly employed labour or contractors for all Trust premises/engineering assets;
  • Responsibility for ensuring that the environment is safe and will be the lead

specialist on nominated operational estates matters (Eg: nominated Topic lead on Electrical Services) providing professional advice to Estates staff, directors and other senior managers in the Trust. Manage all statutory, mandatory and business critical maintenance programmes, in support of and in conjunction of the Strategic Estates Manager;

 

  • A requirement to support the Strategic Estates Manager in the formulation of Estates related strategic objectives and investment proposals;
  • To establish and maintain good relationships and effective team working which will include supporting colleagues in Medical Electronics, EFM Administration, Soft FM, and the Strategic and Capital teams in order that the Estates Department is able to provide the full range of high quality Estates & Facilities services;
  • The post holder is responsible for the compliance of all statutory and regulatory requirements and the reporting of any concerns to the Strategic Estates Manager & Operational head of Facilities;
  • Day to day management of the Estates budget in support of the Head of Facilities & Strategic Estates Manager. Adjusting maintenance spending as directed by the Strategic Estates Manager;
  • Managerial responsibility for the leadership, direction, performance, discipline and development of all accountable Estates staff;
  • Developing technical standard operating procedures in conjunction with the Estates Asset & Compliance manager;

 

    Acting as Topic Lead of the Trust’s Electrical Systems;

 

    Act as appropriate as an ‘Authorised Person’ relevant to the Health Technical Memorandum (HTM) suit of documents;
